What’s all this about?

In 2021, new legislation came into effect that allows landlords to apply to the Residential Tenancy Branch (RTB) for an additional rent increase (ARI) when they make eligible capital expenditures. Basically, it gives landlords another way to raise rent.

How did this happen?

It all started in 2018 with the Rental Housing Task Force Report. Two changes that came from their recommendations were:

  1. The formula for the “maximum annual allowable rent increase” was changed from inflation plus 2% to only inflation.
  2. The “Additional Rent Increase for Capital Expenditures” legislation was introduced.

This was seen as an acceptable political compromise as it would reduce the maximum rent increase for most tenants, while incentivizing landlords to perform building improvements and maintenance as they could recover that cost by applying for an additional rent increase above the annual maximum.
